early 2017, Nepal was gearing up for an important election. For the first time in two decades, voters were going to the ballot to choose their local government representatives. The election was the first to be held under the country’s new federal constitution, passed in 2015 after a decade-long internal conflict followed by years of difficult political negotiations. Across the country, almost 44,000 candidates were competing for 13,556 municipal posts.1 And, for the first time in the country’s history, there were thousands of women among them. As a result of the new legal framework, political parties were no longer allowed to exclusively nominate men: either the mayoral or deputy mayoral position in each municipality had to go to a woman, as did half of the seats on every ward committee. One position on each committee was specifically reserved for women from the Dalit community, the country’s most disadvantaged caste
