For U.S. forces, this is the end of guaranteed air superiority.Operations have changed.Littoral Operations in a Contested Environment (LOCE)andExpeditionaryAdvanced Base Operations (EABO)require Fleet Marine Forces to support Navy sea controlmissions.
Marines will seize key maritime terrain—Expeditionary Advanced Bases (EABs)—in order to establishfires, ISR, aircraft, logistics, command and control (C2), or air and missile defense sites. These distributed EABs, operatingunder the arc of enemy long-range precision fires, will expand the Fleet’s sea control, challenge theenemy’s ability to target us, and free ships for other missions.Outside the EABO concept, while conducting traditional amphibious operations or sustained
operations ashore—even against unsophisticated adversaries—Marines will still face the threat of
advanced sensors and long-range precision fires. UAS are everywhere.For any mission, any adversary, and any environment, units must ruthlessly reduce their signature.Battle positions and operating bases must be small, dispersed, well-camouflaged, and temporary.
The purpose of this Standard Operating Procedures (SOP) is to reduce the physical signature of the infantry battalion.We can reduce,but never completely mask our signature. We will avoid observation to protect our combat power. Thesignature of the infantry battalion, with 700 Marines and few vehicles, is less than other units of the ground combat element (GCE), less than the equipment-heavy units of the air combat element (ACE) and landing combat element (LCE), and far less than any partnered Armyor Navy units.
