Chinese and American scholars and practitioners presented papers at the second of four annual conferences organized by RAND in Santa Monica, and the China Reform Forum (CRF) in Beijing. This book contains those edited papers. The second conference was held at RAND on November 9-10, 1999, with about 30 participants including the authors and their discussants. The topics discussed include China's World Trade Organization membership, the outlook for the U.S. and Chinese economies, and Sino-U.S. security relations--topics that are no less relevant now than they were at the time of the 1999 conference. The second CRF-RAND conference and the editing and other requisites for readying the original papers for publication could not have been accomplished without the generous support of several organizations and individuals.
