Preface
In the wake of the September 11 terrorist attacks, the Institute for the Study of Diplomacy at Georgetown University and the American Academyof Diplomacy decided to establish a working group on coalition building and maintenance.

It quickly became clear, post-9/11, that the United States, in its "War on Terrorism/' would need to fight in a complex, geopolitical environment, against an elusive and dangerous enemy, and that we would need to enlist partners in this effort. The Institute and Academy decidedto explore the challenges and rewards of working with coalitions in conflict and postconflict operations. We began by examining, in our initial meetings, the lessons learned from the Gulf and Kosovo wars. We then expanded our inquiry to include the war in Afghanistan and the wider War on Terrorism.

In all we had six meetings of our joint working group running from January 2002 to September 2002. Over sixty current and former government officials, analysts, and academics participated in our deliberations. Their names are appended to this study.
