Cambodia’s tourism sector is one of the top
three sectors: agriculture, tourism, and garments, and it has contributed
valuably to national economic growth, poverty reduction, national cultural
expansion, and job creation. With this prominence, the sector is backed and
protected by the Royal Government of Cambodia (RGC) and the Cambodian Ministry
of Tourism (MOT) by adopting strict policies and introducing campaigns to triumph
over Sustainable Development (SD). Hotels are strategic players in promoting Cambodian
Sustainable Tourism (ST) through their Corporate Social Responsibility (CSR),
such as solving social and environmental issues and optimizing social welfare
in their operating location. Their commitment to “do good” for society is a substantial
and indispensable element. However, hotels’ role in CSR affecting Cambodian
tourism has not been extensively scrutinized. This study collected hotel
employees’ viewpoints in Siem Reap using a mixed-methods electronic
questionnaire. The data obtained were analyzed running SPSS software and
Microsoft Excel software to generate insights. Eight Components emerged from
Exploratory Factor Analysis (EFA), so-called Hotel CSR norm, embracing 1)
Pollution Prevention (P2), 2) Employee Management (EM), 3) Building
Sustainability (BS), 4) Contribution to Charity (CTC), 5) Employee Engagement
(EE), 6) Consumer Protection (CP), 7) Customer Satisfaction (CSAT), and,
lastly, 8) Human Resource Development (HRD). The results shown that hotel
employees perceive the expansion of the ST with the hotels taking
responsibility for the society and environment in which their business operates.
Such activities benefit the hotels themselves, society, and the economy. Policymakers,
hotels, and educational institutions, especially RGC, play the principal role
in disseminating, promoting, and protecting CSR programs. This study established
a Hotel CSR norm, escorting RGC policies for stakeholders to cultivate hotel
