As one of the original contributors to what is now the third edition, it gives me enormous pleasure to contribute once again, albeit only by way of this foreword.
In fully acknowledging the threat and disruption caused by illicit/criminal cyber activities, I thought a short reflection on crime in general and the strain this causes to enforcement agencies globally would be helpful.
Terrorism, both national and international, continues and will remain for many years to come; knife and gun crime increases daily, fraud and cyber crime is at an all-time high, law enforcement acknowledges it can’t cope and one UK force admits it writes off circa 45% of all crimes within 24 hours.
The need therefore to expand the accepted and established public/private partnerships is fundamental across the full spectrum of all preventative, investigative and private/public prosecutions. An open mind is required in order to support the enforcement agencies and the barriers of commerciality need to be crossed and diffused.
