The report was prepared jointly by the OECD Trade and Agriculture Directorate and by EUIPO's Economics and Data Intelligence Service. The methodology, originally developed by the OECD in 2008 and since enhanced by the two organisations, uses data on international trade from the United Nations Comtrade database, combined with data on customs seizures provided by the European Commission's DG for Taxation and Customs Union, by the World Customs Organization, and by the United States Immigration and Customs Enforcement. Statistical analysis of the data provides estimates of each country's propensity to export counterfeits, and the susceptibility of each product group to be subject to counterfeiting. This quantitative analysis was supplemented with insights provided by customs officials from several OECD member countries.
