PREFACE
At  the  end  of  an  eventful  eighteen  months  m  Afghanistan,  many
pleasant  memories  vie  for  predominance:  a  mountain  view  from  every
window; walking holidays  in  Bamian and Nuristan;  skiing  in  the Hindu
Kush; field  trips  to all  the major towns  in  the country; colourful nomads
on the move;  the variety of people  in  the bazaars; and  the  friendly  social
and  working  relations  with  many  individuals  both  in  and  outside  the
Government.  During this  period  the structure and contents of this book
took  shape.  ft  started with  work  on  the  financial  system, much  of which
was  presented as working papers  to  the  Financial Development Commit-
tee  for which  the Minister of Finance asked me  to act as  Secretary at  the
beginning  of  1973.  The  first  six  months  of this  year  were  spent  in  this
capacity preparing background  reports,  etc.,  for  the Committee.  Regret-
fully,  it was  one  of the  casualties  of the  July  coup.  The  last  six  months
have,  therefore,  been devoted exclusively  to writing this  book.
