data governance can support countries in implementing a people-centred approach in their justice systems. It can help policymakers better understand the scope, nature and impact of justice problems, design and deliver people-centred justice services, and measure what works. This working paper explores the role of data in delivering people-centred justice, as well as the values, objectives and practices necessary for data governance to harness its full potential. This paper is based on desk research and in- depth interviews with national representatives and line ministries in selected countries and with private and third sectors. It builds on the OECD Recommendation on Access to Justice and People-Centred Justice Systems, the OECD Framework and Good Practice Principles for People-Centred Justice, the OECD Digital Government Policy Framework, and the OECD Data Governance Framework. It incorporates lessons from data governance activities and experiences in justice and other relevant sectors.
