The United Nations Economic Commission for Europe (UNECE) serves as the focal point within the United Nations system for the development of norms, standards and policy recommendations regarding the facilitation of international trade. The participants in the capacity-building workshop on WTO Trade Facilitation Negotiations for eight countries from Eastern Europe, Central Asia and the Caucasus organized by UNECE from 12 to 13 June 2006 in Chisinau, Republic of Moldova, and other partners of UNECE in the Russian-speaking countries, requested the UNECE secretariat to prepare this Glossary, with the objective to clarify the use of Russian terms related to trade facilitation. The first version of the Glossary was developed in collaboration with the Chamber of Commerce and Industry of the Russian Federation, and envisaged the possibility of issuing subsequent editions, incorporating chnges suggested by the users of this Glossary. The accession of the Russian Federation to the International Convention on the Simplification and Harmonization of Customs Procedures (Revised Kyoto Convention) in 2010, accompanied by its official translation into Russian, led to the necessity of revising the Glossary. The second edition was thus prepared in collaboration with the Commission of the Customs Union of the Republic of Belarus, the Republic of Kazakhstan, and the Russian Federation. This second edition is expected to continue to be a standard reference work on trade facilitation. The designation employed and the presentation of the material in this publication do not imply the expression of any opinion whatsoever on the part of the Secretariat of the United Nations.
